Теоретико-методологічні основи розвитку газотранспортних підприємств в умовах нестабільності середовища їх функціювання

Abstract

Дисертаційна робота присвячена поглибленню теоретико-методологічних положень та розробленню практичних рекомендацій, спрямованих на забезпечення розвитку газотранспортних підприємств в умовах нестабільного середовища їх функціонування. Сформовано концепцію управління розвитком підприємства та удосконалено методологію дослідження його розвитку в умовах нестабільності. Розглянуто стан та проблеми розвитку вітчизняних газотранспортних підприємств, здійснено оцінювання рівня їх розвитку. Узагальнено сучасні тенденції функціонування газотранспортних підприємств як суб’єкта природних монополій, виявлено існуючі суперечності та шляхи їх подолання. Побудовано ланцюг цінності газотранспортних послуг і з’ясовано витрати за його елементами. Удосконалено діагностику зовнішнього середовища підприємства та методичний підхід до комплексного оцінювання рівня нестабільності його факторів. Розроблено інтегральний підхід до оцінювання готовності підприємства до змін та здійснено оцінювання готовності газотранспортних підприємств до змін. Обґрунтовано потребу соціально-професійного розвитку персоналу як необхідну умову забезпечення розвитку підприємства у швидко змінюваних умовах. Здійснено моделювання стійкості функціонування і розвитку газотранспортних підприємств з урахуванням їх внутрішньоорганізаційної готовності до змін та рівня нестабільності зовнішнього середовища, на цій основі розроблено практичні рекомендації щодо забезпечення розвитку газотранспортних підприємств.

Диссертация посвящена углублению теоретико-методологических положений и разработке практических рекомендаций, направленных на обеспечение развития газотранспортных предприятий в условиях нестабильной среды их функционирования. Сформирована концепция управления развитием предприятия и усовершенствована методология исследования его развития в условиях нестабильности среды. Рассмотрены состояние и проблемы развития отечественных газотранспортных предприятий, осуществлено оценивание уровня их развития. Исследованы особенности функционирования газотранспортных предприятий как субъекта природных монополий, обнаружены существующие противоречия и пути их преодоления. Построена цепь ценности газотранспортных услуг и выяснены расходы по ее элементам. Усовершенствованы процедура диагностики внешней среды предприятия и методический подход к комплексной оценке уровня нестабильности ее факторов. Разработан интегральный подход к оценке готовности предприятия к изменениям и осуществлено оценивание готовности газотранспортных предприятий к изменениям. Обоснована потребность социально-профессионального развития персонала как необходимое условие обеспечения развития предприятия в быстро меняющихся условиях. Осуществлено моделирование устойчивости функционирования и развития газотранспортных предприятий с учетом их внутреннеорганизационной готовности к изменениям и уровня нестабильности внешней среды, на этой основе разработаны практические рекомендации по обеспечению развития газотранспортных предприятий.

The Thesis is devoted to the development of both theoretical and methodological provisions and practical guidelines and recommendations, which are oriented to gas transmission enterprises development under unstable environment of the enterprise. The Thesis deals with the main theories of social and economic systems development and reveals their significance in the enterprise development researches; it defines a concept of «unstable environment of the enterprise» and examines the specifications laying its grounds; it covers the methodology of enterprise development under unstable conditions and considers the conceptual basis of correlation between unstable external environment and business continuity and enterprise development. It suggests to consider the enterprise development as a process of inconvertible qualitative change of its material and nonmaterial properties, caused by interaction of external and internal environment of enterprise and provides its constant working life under domestic organizational enterprise readiness and availability to a change. The Thesis examines the state and problems of gas transmission enterprise development within the context of European integration processes; evaluates its development level; explores the functional features of gas transmission enterprises as a subject of natural monopolies, reveals the contradictions of such business operation and ways of their coping; designs a value chain gas transmission services and examines the expenses on the value chain, considers the ecological aspects of gas transmission enterprises operation. It is formed an indicator system for level evaluation of gas transmission enterprise development in view of three target groups: resource use indicators at gas transmission enterprises; indicators that characterize the process of natural gas transmission; cost effectiveness indicators of gas transmission enterprise functioning. It is determined that as of today the operation of gas transmission enterprise possess strongly pronounced characteristics of administrative monopoly, caused by state property hypertrophy and the use of nonmarket regulation of its operation which in turn led to a range of major faults. The paper demonstrates the necessity for a value chain design of gas transmission services as one of the research tools for the potential source analysis of adding a higher value for consumers and in the meantime reduction in expenses for natural gas transmission. The author improves a diagnostic procedure of enterprise external environment. Unlike the existing ones, it suggests three stages: preparatory - in terms of which research and methodology base for analysis is formed; evaluative - proceeded by analytical research of external environmental factors of enterprise; recommendatory and controlling - provides with practical guidelines and recommendations development for necessary management activities to use opportunities or reduce threads from the external environment. The author suggests the grading system for unstable external environment, which lets to approach to a level detection of unstable environment based on four criteria and in the context of separate external environmental components. It is developed the integral approach to the enterprise readiness rating for changes that proves the necessity to consider the enterprise readiness for changes on the systematic approach, it is formed the three-level grading system using the provisions of the fuzzy sets theory and interval scale to measure the availability and readiness for changes at the level of internal, group and elementary factors which helped to determine an integral indicator of enterprise readiness for changes, to identify the reasons of unreadiness of enterprise separate elements for changes which makes the basis for enterprise development under unstable environment. It proves the necessity of the employee development, primarily its social and spiritual qualities which under unstable environment of the enterprise is a guarantee of employee availability and readiness for changes and resistance reduction to their practical application. It helps to ensure the enterprise development under unstable environment. It is formed the concept of enterprise development management under unstable environment which is built upon the change management model and includes the following components: informative, methodological, evaluative and diagnostic, managerial. It is accomplished the simulation of gas transmission enterprise continuity and development with due regard to their domestic organizational availability for changes and unstable external environment level. The practical use of the results obtained in the Thesis will provide the development of national GTE under growing unstable environment of the enterprise on the ground of increasing the readiness of the domestic elements for necessary changes.
